First of all, the word handicapped is an insult by its own and then when two people didn't stand up because they couldn't do that and people were trying to tell him that they are in wheelchairs, he still didn't believe it and send his security guard to be his eye, how embarrassing that must have been for those people?
And when he had the opportunity to clear things up, he goes on into another rant about how badly he's being treated by the media and people should feel sorry for him because he has a lot of issues to deal with.
In his twisted mind, yes this is supposed to be his apology because he knows he did wrong but he wont admit it.
