NO MENTION OF GENDER. New Mexico had something similar so clerks started marrying couples and in the end the State Supreme Court settled the matter by siding with couples

Seems all we need now is Parliament on board or a successful lawsuit

Serbia's talked about extending basic property and medical rights to gay couples. A Serb told me the willingness to join EU will guarantee more rights in time. Croatia has civil partnerships now because the current government is very pro-EU.

Kosovo is not a city, it's a historical region of Serbia. Even though Albanians have illegally declared it as independent despite them having absolutely no history in the region (basically Albanians started border hopping in the 1950s) no international courts are questioning the legitimacy of this joke of a "country" because, hey, if Serbs are the victims here, then you can do whatever bad you want to them!

So yeah tl;dr, Kosovo is Serbia but unfortunately they have no power over it anymore
