Love is a universal emotion. It may manifest itself in many forms depending on the culture and tradition but regardless, love felt between two people is the same whatever their race or culture.

Western culture is all european influenced cultures and all of south america was conquered by Europe not only Canada, the US and Mexico. There's even western culture in some parts of Africa

I don't think it's necessarily a Western concept, but in countries like the US they tend to think love is something that can't be forced or can't be chosen, whilst in other cultures (like mormonism) they believe that any two people can fall in love, so they advise you to get married quickly and fall in love afterwards (which is something I disagree with personally). Other places in the world they even have arranged marriages or polygamous ones, so obviously these people either believe that love is not that important or that you can be in love with multiple people.

So I don't think love is something unique to the Western world, but it seems in different places in the world the ways people view it is different.
