It's two things:

1. Blatant racism.

2. Journalistic tactics to drum up ratings. If you paint a victim as a bad guy, people will be surprised and check it out. If you paint a criminal as a good guy, people will get curious and check it out.

They're both wrong, though the first is obviously more disgusting than the second.

The fact that white people can shoot up movie theatres and schools yet still manage to be nicely put in the back of a police car
