Money can't truly determine what Russia's capable of doing. You see, The U.S spends a lot on defense; however, about 80% the military armaments are outdated. Wars are no longer conventional, so the battle field and soldiers aren't really necessary when you have drones and nuclear weapons.
Russia is playing a strategic game. In case you're unaware, Russia has rekindled alliances with most Anti-American western nations: Nicaragua, Cuba, Venezuela, Bolivia, and now Argentina. In fact, in Cuba, Russia has reopened most of the facilities it used during the Cold War to spy on the U.S.
Everything isn't about money. Strategy is also crucial. All you need are a couple nukes in key areas. I mean, look at the Cuban missile Crisis.
