Big problem though is that
only a person who has gone through a full surgery is allowed to do this.
The bill isn't finished, but it was announced in the spring that even though things aren't wrapped up, in July transgendered people could start applying for licenses to marry any gender they want.
The bill won't be done until after the summer recess, but some activists say that's okay because it can be fine tuned.
