She doesn't mean anything by it. She's constantly going on about "the beginning of the end" and she goes around in circles with the idea of 'rebirth'...all of her interviews are "rebirth" this and "rebirth" that. She said the exact same thing before ARTPOP, like The Fame/TFM/BTW were just the start of her career and now she was truly beginning, and look how that turned out. She just has soft spot for being overly-dramatic and theatrical. It's literally another way of saying "I plan to release a new album in the future"
