Reading about the "FIFA Uruguay cannibal", I had the idea that it would be good to legalize fighting in soccer. It would let players "blow off steam", as it were, before they cause any real harm.
Fighting occurs in hockey and it's worked out fine, so why not soccer? It also makes the game more exciting! It's the part many people are most excited for.

"Fighting in ice hockey is an established tradition of the sport in North America, with a long history involving many levels of amateur and professional play... Fighting is usually performed by one or more enforcers, or "goons"—players whose role it is to fight and intimidate... one tactic adopted by players is known as "going for it", in which the player puts his head down and just throws as many punches as he can, as fast as he can."
(although strangely, in Europe they are much stricter and don't allow hockey fighting, so Europe doesn't have "real hockey", just a watered-down version)
