I'd probably vote Beyoncé. She seems to have the most consistent success and is definitely unparalleled in awards and charts. Seems obvious.
A few years ago my answer would have been Britney, but times have changed.

Beyonce, followed by Rihanna and Katy.
Britney is up there but she was established in the 20th century (the same could be said for Beyonce, but it's different imo).

Pop icons are supposed to have longevity so that automatically cancels out Britney Spears, Christina Aguilera and Lady Ga_Ga
I would say Beyonce or Rihanna
