Coura Valazquez had come to the municipal building to a pay a fine. Afterward, she and her two friends began bending over and shaking their behinds outside the city windows. Valazquez and Brittany Medak, of Vancouver, Wash., flashed their private parts, police said.
Medak then lifted her skirt and urinated between two parked cars, according to cops.
