"Burned" is the past tense or past participle.
"I burned the soup for lunch and had to go to my meeting hungry." "I have burned the soup every time I want to have soup for lunch."
"Burnt" is used as an adjective. "I can't believe she served burnt toast at our bridge club meeting."

There is no difference. They can both be used as verbs, past participles, or adjectives.
Which one you use for each situation will usually depend on where you grew up.
