Britney didn't have a re-release with 8 brand new songs and didn't merge two eras.
People cared for and actually liked Britney, and her music. I get the sense the general public don't care for stefani as a person in the same way, which kind of determines whether someone is considered a success. The songs from the Fame did brilliantly, but the 'gaga persona' not so much after the initial "wtf is she wearing" interest died down.
