Tbh I think she did expect it to do a lot better then it did, Single ladies instrumental is different and risky she tried it with RTW but the success wasnt the same but it still slays imo

Every artist expects their song to smash in some point, but Beyoncé changed her priorities after she fired Matthew as her manager. So, I don't think RTW smashing was her priority but the way she performed the song a lot indicates that she doesn't care about charts. Otherwise she would stop promoting RTW.
