It was easy and cheap to make the two sequels to Final Fantasy XIII because they could reuse the same assets from the first game (character models, graphics engine, etc.).
To remake a FF game from the Playstation / Super Nintendo era, it would cost a very large amount of money to develop because they'd have to recreate everything new from scratch.
I wouldn't be surprised if we saw a HD Remaster of Final Fantasy XII at some point in the future, considering how well the pre-order sales have been doing for FFX / X-2 HD.
