Because it didn't deserve to be #1, not even their fanbase were happy with the single: the song lacks of something (it's a total mess) + the video is cheap (not as cheap as SKO though ). According to PopJustice, "Call The Shots" is amazing, and so the album is... CAN'T WAIT!
