I use to feel the usual way about kids in public places, that the parents need to make them stfu, but honestly after I started taking part in raising my brothers two kids, I feel for the parents.
It has nothing to do with how they're raised or anything, kids will throw tantrums and they'll scream and yell and really you can't do anything about them, its their natural reaction. At that age they're barley learning to handle emotions and react. Telling them to stop isn't going to settle with them. The smart idea would be to always take the kid out of the store, but that's if you're lucky and with someone else.
I pray for the people that think that just going up to the kid and telling them to shut up will do anything. You do not want to get in between a mother and her child, you will walk out of that store or restaurant with a new face.
