Well, I don't really know about this. I can't really consider it a flop since it doesn't seem like the tv channel is very big: its' previous programme had 837k viewers only too.
They don't show anything worth watching on CW regularly so they have a low viewership. She did perfectly fine. I can't at it every single fact-ridden shady thread targeted towards Katy being made by a non-katycat.
It was on the CW. It wasn't heavily promoted. Again, it was on The CW.
Britney, Bey, Gaga or Rih wouldn't have pulled much higher ratings.

CW is a flop network. Some places can't even get the channel. They don't even have high ratings, so for them this is in their ballpark.
