When it's an up-and-coming OS like Windows Phone, scoring a major app like Instagram, which has been the reason a lot of people have held off on making the switch, IS a big deal.
People call it "such a flop OS" because it doesn't have apps like official apps like Vine & Instagram, but when it gets those apps (and has a rapidly increasing app store & userbase) it's still a flop OS apparently.
