It is not considered rolling effect just when it gets a bad update or low spins.. Basically, what you are doing is giving an excuse for a term that has a different meaning..
Yes it is a "Rolling Chart", but the "Rolling Effect" was made for the first week only.. If you want to say that when a song gets low updates that it's Rolling Effect, might as well say when it's doing amazing that it's Rolling Effect as well.. See the logic?
