The 2022 Winter Olympic Games, officially known as the XXIV Olympic Winter Games, is an event to be organized by the International Olympic Committee (IOC). The host city will be elected on 31 July 2015 at the 127th IOC Session in Kuala Lumpur.
Where should they be held
Potential Bids
Asia
China Beijing/Zhangjiakou, China
In December 2012, the vice mayor of Zhangjiakou confirmed plans for a joint bid with Beijing.
Zhangjiakou is located 190 kilometers (120 mi) northwest of Beijing. China last bid for the Winter Olympics in 2010, when Harbin failed to become a candidate city. Beijing hosted the 2008 Summer Olympics.
Europe
Sarajevo, Bosnia and Herzegovina
After the announcement that Sarajevo will host the 2017 European Youth Winter Olympic Festival,[9] President of Party of Better Future of Bosnia and Herzegovina (SBB BiH), Fahrudin Radončić said that Bosnia and Herzegovina will apply for the 2022 Winter Olympics to be held in Sarajevo.
Sarajevo previously hosted the 1984 Winter Olympics when it was part of Yugoslavia.
France Nice, France
After the failure by Nice to secure the French nomination for the 2018 Olympics, the mayor of Nice, Christian Estrosi, announced in 2011 and again during the 2012 Summer Games that his city was still interested in bidding. The French Olympic Committee will make a decision after they get an autumn report about the failure of previous Olympic bids by France, but the president of the Committee also said that the probability of bidding for 2022 is weak.
Germany Munich, Germany
Munich, which hosted the Summer Olympic Games in 1972, bid to host the 2018 Winter Olympic Games, but lost to Pyeongchang. The German Olympic Sports Federation decided in its board meeting on 13 July 2011 to investigate without time pressure the circumstances under which a future Olympic bid is useful. A future bid will only be submitted if it has solid sporting, economic, political and social foundations. However, Munich's Olympic Park director, Ralph Huber, requested another bid to host the Winter Games in Munich a few days later. In September 2011, Thomas Bach, who chairs the German Olympic Sports Federation, said that Munich will bid again for the Winter Olympics. He did not confirm a specific 2022 bid, however.[16] During its 7th annual session on 3 December 2011, the German Olympic Sports Federation (DOSB) made a decision to currently not bid for the hosting of Olympic Games. However, this decision is subject to change for the purpose of a bid as early as for the 2022 Olympic Winter Games. German Olympic Sports Federation (DOSB) will decide after all parameters have been carefully evaluated. As of April 2012, it was reported that there was once again interest in a 2022 or 2026 Winter Olympics bid. A referendum on the bid is planned to be held on 10 November 2013.
The plan is to have alpine events in Garmisch-Partenkirchen and nordic and biathlon in Ruhpolding.
Norway Oslo, Norway
Gerhard Heiberg, IOC member from Norway, has announced that the IOC would welcome a bid from Norway to host the Winter Olympic Games. Lillehammer, host of the 1994 Winter Olympics, and the area Stavanger-Bergen-Voss are also considered contenders. Lillehammer will host the 2016 Winter Youth Olympics. Inge Andersen, General Secretary of Norway's National Olympic Committee, considers a Norwegian bid to host the 2026 Winter Olympics more realistic than a bid for the 2022 Games. In June 2012, the Oslo City Council voted in favor of funding a bid for the games. A referendum on the bid is planned to be held on 9 September 2013.
During and after the successfully organized FIS Nordic World Ski Championships 2011, the organizers at Oslo as well as the Norwegian Olympic Committee took in consideration a bid to host any Olympic Winter Games in Oslo in the future. In October 2011, all the winter-related sports federations of Norway decided to support the Olympic Games in Oslo. The alpine events were originally planned to be in Hafjell (200 km from Oslo) and Kvitfjell (240 km from Oslo), both venues during the 1994 Winter Olympics hosted in Lillehammer. However, FIS track designer Bernhard Russi has visited Norefjell (130 km from Oslo) already to find a suitable terrain for a new downhill track. Norefjell hosted the Alpine events during the 1952 Winter Olympics in Oslo. In November 2011, it was stated that the city as well as Parliament were "positive" towards a potential 2022 bid. In October 2011, Sverre Seeberg, who heads the Norwegian Ski Association, voiced his support for a potential bid. A recent poll shows that 58% of respondents supported bringing the games to Oslo. In March 2013 the city government estimated the costs to 30 billion NOK ($5.2 billion). They've announced a referendum coinciding with the parliamentary election on 9 September 2013 where the citizens of Oslo will have their say in whether they are for or against a bid. On 19 June 2013, the city of Oslo applied for a financial guarantee from the government.
Poland Kraków, Poland
During a sports facility opening ceremony, Polish President Lech Kaczyński announced on 6 March 2010 that he would like his country to be a candidate for 2022 Winter Olympic Games. A month later, on 10 April 2010, he died in a tragic plane crash, which killed 96 people including him, his wife, and the President of the Polish Olympic Committee. Although most snow sport events can be held in Zakopane, some alpine ski events would have to be held in Slovakia, where higher slopes can be found. On 19 and 20 October 2012, Polish and Slovak NOCs with Kraków city administration had a meeting in which they agreed to submit the bid possibly in 2013 and formed an official alliance. The idea has had an initial acceptance by the Polish government. In 10 May 2013 the Sejm of the Republic of Poland in a vote gave support to the possible bid.
Romania Brașov and Prahova Valley, Romania
The mayor of Brașov, George Scripcaru, said in September 2011 that his city would be interested to bid if the 2013 European Youth Winter Olympic Festival is a success. In 2007, former Romanian Prime Minister Călin Popescu Tăriceanu announced that the country was considering a bid for the Prahova Valley.
Spain Barcelona, Spain
Further information: Barcelona bid for the 2022 Winter Olympics
The mayor of Barcelona, Jordi Hereu, announced on 13 January 2010 that the city aspires to host the 2022 Winter Olympics. The opening, closing and medal ceremonies and indoor sports would be held in Barcelona, while outdoor sports would be held in ski resorts in the Pyrenees. Barcelona plans to share the games with La Molina (155 km from Barcelona). Barcelona hosted the 1992 Summer Olympics, and if it were to host the 2022 Winter Olympics, it will be the first city to have hosted both the Summer and Winter Olympics. An information sheet released by the Barcelona City council recommended a two cluster system for a potential Barcelona 2022 Olympic Winter Games bid. Madrid had also been a Candidate City for the 2020 Summer Olympics.
Sweden Stockholm/Åre, Sweden
The Swedish Olympic Committee (SOK) has expressed plans to submit an application for the 2022 Winter Olympics and the 2022 Winter Paralympics in the capital Stockholm. The alpine skiing events will be held in Åre in northern Sweden. SOK has the support of the Swedish Sports Organization for the Disabled and Swedish Paralympic Committee and the Swedish Sports Confederation. Some people has expressed that the distance between Stockholm and Åre is too far, about 500 km (310 mi). Åre has three times before applied for the games together with nearby city of Östersund, but have been turned down all times. Östersund was also interested in a potential 2022 bid, but the Swedish Olympic Committee decided not to move forward with bidding due to a lack of financial guarantees from the government. Östersund is probably also too small to host the Olympic Games. Lena Adelsohn Liljeroth, Minister for Culture and Sports, has said that she finds it difficult to see a future Olympic games in Sweden. The president of the Swedish Olympic Committee Stefan Lindeberg thinks that Stockholm's size is perfect for the Winter Olympics and says the city already has the most of what is needed. According to calculations, a Swedish Olympic Games will costs approximately 15–20 billion SEK (€ 1.7–2.3 billion).
Ukraine Lviv/Carpathian Mountains, Ukraine
On 27 May 2010, President Viktor Yanukovych stated during a visit to Lviv that Ukraine "will start working on the official nomination of our country as the holder of the Winter Olympic Games in Carpathians". Ukraine's only previous experience in hosting Olympic events was during the 1980 Summer Olympics hosted by Moscow, when, as part of the Soviet Union, several association football matches were held in Kiev. Lviv was one of the host cities for UEFA Euro 2012. In September 2012, the government of Ukraine passed the document about the technical-economic substantiation of the national project "Olympic hope - 2022". This was announced by Vladyslav Kaskiv, the head of Ukraine´s Derzhinvestproekt (State investment project). The organizers announced on their website venue plans including Lviv as the host city and location for the "ice sport" venues, Volovets (around 185 km from Lviv) as venue for the Alpine skiing competitions and Pylypets (around 135 km from Lviv) as venue for all other "snow sport" competitions. By March 2013 no other preparations then the feasibility study had been approved.
Official Bids
Kazakhstan Almaty, Kazakhstan
Kazakhstan has been considering a bid for the 2022 games in Almaty, the former capital city and still the largest city and financial centre of the country. Kazakhstan hosted the 2011 Asian Winter Games, which can be seen as preparation for hosting the Winter Olympic Games in the future. The Asian Winter Games were divided between Astana, the capital since 1997, and Almaty. On 29 November 2011, Almaty was chosen to host the 2017 Winter Universiade. On 17 August 2013, Almaty announced they were bidding for the 2022 Games.

I would also like to note that the USOC decided to not bid for these games because of a dispute with the IOC over revenue.
Salt Lake, Denver, and Tahoe were planning on bidding before that.
