Britney for sure. Beyonce's hype is dead. The Super Bowl was huge, and then nothing for 6 months. No first single, album, etc.

On the other hand, Britney's new music is shaping up to be EXACTLY what people have been wanting her to release. The hype is pretty big. X Factor gave her a lot of hype, so did the smash Scream & Shout.
