The Economist: World's Most Liveable Cities
The Economist surveys 140 cities annually and ranks them from best to worst in terms of liveability.

A total of 140 cities were surveyed under five categories: stability, healthcare, culture and environment, education and infrastructure. Scores in each category and sub-category are compiled and weighted to give a total out of 100. 100 is considered ideal and 1 intolerable.

The top 10 is so boring..
The party is at beaches and huge messy cities (NYC, LA, London, Paris, Mexico City, etc)

I think I read that it actually had the highest increase in liveability, but I could be confusing it with Bogota.
