Most of the time they are included in poll options to make your thread/poll seem more edgy & relaxed.
And in comments it's mostly for fun / to slightly troll depending on context.

I don't think anyone really promotes anything per se.

There are however, people with dedicated signatures with all sorts of complicated links to their faves' albums & singles. Those ones are serious and it's rather sad.
