In 2012, she had the best selling rap album in America with PF:RR, stole the show at the Grammys, and once again got her biggest hit yet with Starships. She also re-released the album with critical success and about 750k copies from the re-issuing worldwide without any big hits.

In 2013, she's gearing up with fantastic features on big bangers to regather her urban credit and is suiting up for her 3rd album and her comeback. She's sure to make a big splash in either late 2013 or early 2014 whenever she chooses to release her new music.

"At the top" doesn't refer to female rappers. It's a "she's still got it" sorta meaning in terms of both commercial success and musical quality. At the top of her game is probably a better way to refer to it.
