The rules did not change how sales were factored in. It simply took influence from radio and gave it to streaming. Which means that it is certainly easier to debut at #1 now than it was before.
There have simply not been any hyped released between the rule change and now. 1D is a good example debuting at #2 with LOWER sales than their last lead single which charted at #3.
