The song was written because Lana was dropped by her manager Bob Leone for Gaga after she decided to go all gogo dancer disco. obviously Lana was pissed, wouldn't you be? and she wrote out her feelings like any artist does.
before that Gaga was doing the same kind of music as her in the same venues so who knows they might have even known each other, it sounds like it from the lyrics.
