The backlash she suffered and the "promiscuity" charges are mostly coming from the 15-29 young demographic. That demographic does not determine who is America's sweetheart, middle-aged Americans do because that's who the America's Sweetheart label appeals to.
Taylor already has bonus points because she's a Country crossover artists, which middle-aged Americans will always take over "pop" artists because they associate (stupidly) country music with wholesomeness. Taylor's most well-known songs feature fluff, non-controversial lyrics while Katy's feature lyrics about having threesomes and asking her lover to infect her with his poison. A big part of being America's Sweetheart is being able to sing songs that parents would not mind having their 8-year olds listening to (parents are a big market for the "America's Sweetheart" label).
Anyways, that's just my take on it. For what it's worth, I'm a bigger Katy fan than a Taylor fan.
