Pretty sure they were. Shows like this are aimed at a female audience. Most Yaoi is written by and for females. Granted, this isn't outright Yaoi, but it's about as close as we're gonna get in an anime.
Anyway, I'll enjoy this show for what is - good animation and lots of fan service, but anyone expecting a "gay" anime is going to end up sourly disappointed. None of the characters are gay and I'd be stunned if they portrayed a gay relationship on the show for any other purpose but fan service. They already have the female characters in the first ep that the guys are likely to end up with.
