The state itself? No.

Some people in it? Yes. But I'm sure some people in it are not homophobic, as well. Saying "Texas is homophobic" is a generalization. New York City has homophobes too.

Uhm some people there are homophobic of course. Maybe more than in other places because they tend to be more conservative but not everyone there is.

I've heard that Austin, TX is a relatively gay-friendly city. Every state has their good and bad areas. I don't think any entire state is homophobic
