There really should be no doubt about that imo. It's Scar. The perfect Disney villain, and Lion King was absolutely huge, so that alone makes him iconic.
But knowing the queens of ATRL, there probably is bias towards Ursula and Cruella De Vil.

Ursula got much fewer votes than I expected. Exactly 0 so far.
Spot on about Cruella though.
