Invent a Las Vegas casino...

Mine is the Heartbeat House Resort and Casino.
It would have a HUGE statue of Jessie outside, and only her music would play.
There would be an arena for when she does her yearly one month revue there, and there would also be a tribute act show.
The iconic house from Nobody's Perfect would be somewhere, and money trees (from the Price Tag video) would line the streets. There would be a 'Domino Diner' cafe as well. The rooms would have a general Jessie J theme. 
There would be a megashop selling all of Jessie's t-shirts, memorabilia, music etc.
There would also be a rollercoaster, similar to Rock N Rollercoaster at Disney World, but with Jessie J's music.
As you go in, there'd be a huge atrium with a Jessie J golden statues with mats in front to worship. And there would be a museum called 'From Childhood to Megastardom', which is about her meteoric rise to fame.
Oh, and there would be a Heartbeat House University where heartbeats can get a degree in Jessie J Studies.

Another idea: The Emerald City resort casino...
A casino themed around Oz, with yellow brick roads etc, and a giant statue of Judy Garland and all the cast.

I've worked out Heartbeat House will cost approximately $648.5 million to build.

I REALLY like the Oz idea. Really.
I had an idea, it would be built around the Scandinavian music and culture. It would be called 'Ö', as a homage to Björk.
50% of the money that the casino gained will be donated to charity.

A Canadian themed resort.
There would be diffferent theme rooms that reperesent each province.
Canadian preformers would grace the "Canuck Arena"
The employees would be dressed like mounties.
A resturant that serves tim hortons, poutine, maple syrup, Canadian bacon
A hockey themed sports bar.
A giant maple leaf fountain outside
As Cirque du Soilel is big there, and Canadian it would obvs have its own show.
A Outdoor rollercoaster called "The Eh"
Also will offer polar bear rides
Beavers are on display.

Well, inspired by your idea, I could build the Queen of Hearts Casino, which would be a Britney Spears inspired casino that would house hundreds of exclusive items that she wore such as clothes, trophies, and hopefully some tour props or something. We'd have a giant underground store that would have hundreds of different articles of clothing, bags, cups, and her CD's. I'd also make sure to find a location VERY close to wherever she has her Vegas residency, hell, maybe even INSIDE the hotel that she has the residency in. That would guarantee a great public interest because people would want to go there after seeing her show and being so infatuated with her.
I'd install a Starbucks in it, a Fanta fountain, and lots of faded jeans. And I'd plaster this poster in the very entrance for everyone to see:

We could team up and build a mega-casino. 
In fact, there could be an 'ATRL' resort themed around each pop girl.
There could be Katy's Candy Kingdom, where everything is made of sweets and chocolate.
Also there would be 'Monster Manor' which is like a giant version of Gaga's BTWB castle.
And 'RiRi Realm', which is a giant navy battleship, as well as Heartbeat House and the Queen of Hearts casino.
