Is Eminem the biggest global act of the last 15 years?
Look at this video from late 2002...who else that started out in the last 15 years could command such love and devotion from the crowd? The tears, the screaming, the craziness. The largest crowd ever for TRL.
Every album he's put out has gone multiplatinum in the US and has sold millions worldwide, his lowest selling is Relapse with 4-5m sold globally and he has TWO 20m+ selling albums (Marshall Mathers LP and The Eminem Show). He has countless HUGE worldwide hits like Lose Yourself, Without Me, The Real Slim Shady, Cleanin' Out My Closet and Love the Way You Lie, modern classics like Stan, awards from all over the world, is the second most liked person on Facebook despite starting out before Mark Zuckerberg had even graudated high school, and is undoubtedly one of the most beloved and popular artists alive today. On the rare occasions that he does tour he can sell out any venue anywhere in the world.
Is he the biggest act of the past 15 years? If not, who else? And why?
Yes, he is the biggest male global act of the past 15 years.
He has many things in common with Britney. They both only had 1 #1 hit single each in the U.S 10 years into their careers, and started collecting #1 singles lately with the digital era. If the digital era existed around Britney and Eminem's peak, they would both have at least 10 #1 singles in the U.S. But who cares? They remain the last solo acts in history to sell 100 million albums.
I'm not being delusional or obnoxious, it's simply the truth. She's the biggest global superstar we have at the moment and surely surpasses Eminem. A more dedicated Monster could probably pull some receipts to prove this.

Eminem has the same level of love and respect but from a FAR bigger group of people, not just a niche fanbase like the little monsters. He has universal appeal unlike Gaga.
