Rihanna. Beyonce may have the power but Rihanna's timbre is very alluring and unique.

You could recognize Rihanna's voice (tone) out of a million others... Can't say the same about Beyonce.

Personally, I find Beyoncé's tone bland and basic. Nothing stands out.
She definitely is the better signer though, but Rihanna easily wins this one.
