In truth It wasn't until Blackout that people started really diving into the Electro genre on a mainstream level.

Nope, I don't see Britney's influence in Gaga at all. Even if she does say she is influenced by her, I don't see it. Her biggest influence is Madonna. If Britney never existed, Gaga still would have happened.
No, the iconic "Just Dance" which is better than any single Britney has ever released was destined to reach #1 on its own merits. It was just too infectious and amazing.
