No I'd say Katy, Britney, Rihanna, Katy, Flo Rida, Nicki, Jason Derulo and Ke$ha are worse. There's probably more.

She struggles with belting, tougher vocals, etc. but I'm not sure she's the worst.
If I had to choose out of the people who do actually sing live (which excludes Britney), I'd say Katy.

Ciara is the weakest. Her voice is so damn soft when she sings and she can't really do much with it.
