Is Billboard Dance/Club chart based on spins from gay clubs only?

I don't get how songs like Lets Have A KiKi, every single song from Kylie's Aphrodite and a ballad by Cher could be the most spinned songs in straight clubs. While massive smash songs and straightforward dance tunes which are often overplayed in straight places fail to reach the summit.
e.g Give Me Everything peaked at #14.
Party Rock Anthem peaked at #2
Gangnam Style peaked at #3

Any explanations for that?
