I sometimes hear people saying that there's bad and good stereotypes.

Example of a stereotypes people think is good: Asians are smart, females are more mature than males, teenage boys are easier to control than teenage girls, etc.

But I wonder if these are truly good stereotypes, or just blanket statements that will cause people in those groups to try and live up to those expectations.

There are no good stereotypes because there are consequences for those that can't meet the standards.

Like, if it's widely held that Black guys have big dicks and people expect that then some people may be disappointed with a Black dude that's average or smaller. That would totally suck if you're gearing up to take some mandingo and you get some puny little meat.

A stereotype can be positive in the sense that it represents an attribute most would consider desirable, but overall stereotypes are bad regardless of whether they are positive or negative.

Well, whether a stereotype is positive or negative actually depends on the person you are and where you belong in society. For example, gender stereotypes commonly favour one gender over the other. So it may uplift the female population whilst degrading the male population and vice versa. Therefore, that particular stereotype can be seen both as equally positive and negative, depending on the differences in society.
