Hot and bothered does not mean mad, it means turned on or sexually aroused.

don't people use it sarcastically?
like, when someone's mad, someone tells them they're hot and bothered because it's kind of annoying to hear when you're mad

but that's not the way it's supposed to be used.

Because we are hot and bothered.

i think sometimes people use hot and bothered literally and not as an idiom or w/e
