Um... ...yeah. Why are all of todays young stars (below 18) incapable of creating decent music? In general, they either don't participate in making their music at all, or come up with absolute **** when they do. Why is that? Teenage music was great in the '90s.
They lack experience and usually don't have the mental capacity to make decent music. People have too much done for them nowadays that every tom, dick and harry thinks he can make music without actually putting any effort in.
They think just because they can kind of sing that they can be a superstar. They are lazy.
A lot of kids don't think about what it takes to get in the industry. You have to be marketable. The best way to get noticed by record labels is to get connections and/or make yourself the full package.
If you're (at least semi-)attractive, a good hip-hop dancer, able to carry a tune, able to play an instrument, able to write your own songs, etc. You'll have potential to get in.

DEATH.
No offense to the Beliebers, but Justin's music used to be the ****ing pits. Now he's grown and that "Believe" album ****s. I was thoroughly surprised.
Most teens don't have the artistic vision to make good music, or lack the resources and someone willing to take a risk and push them in different creative directions.
Problem is some teens don't nurture the musician within. Adele, Amy, Jessie, Leona all went to the Brit School to nurture their talent and then went on to explode in the charts.
Incredible talent only comes along once in a generation. I mean, Utada wrote and produced this gigantic hit at 15. It's possible for teens to create something masterful.
