Why is her Favorite/Retweet number so low though?

She usually gets around 5k RTs, other people with a similar amount of followers only get like 2/3k last time I looked.

Really didn't want to go into detail, but....

Gaga averages around 2000 retweets/favorties for every one of her updates.

Justin Bieber averages around 20000 retweets/favorites for every one of his updates.

If she really is the "Queen of Twitter" why do her tweets generate like no buzz?

EDIT: I am not trying to say Bieber is a queen, I'm just saying in general.
