Katy ain't gettin' it for a second year in a row, especially considering she'll have nothing to promote at the time. The VMAs are rigged like every other show. They give awards to the people they're paid to give them to. If a big artist is promoting something and has a hit single out, they'll choose them. It could definitely be Nicki if she puts out PTA or w.e. song is next and it blows up and has a good video.
