Honestly...I'd have to say Rihanna. Her vocals are ever-improving. I never liked Miley's accent, so her voice never sounded great to me. She's the better vocalist, but the better vocals belong to Rihanna

Miley, you can just FEEL the holy ghost when she sings. Those flawless notes in Party in the USA and the emotion in See You Again are unmatched,
