Yes, of course. Blackout was one of the first electropop albums, and is probably the closest album to The Fame.
Nevertheless, Gaga put her own twist on it. The Fame isn't generic.

The only real connection between the two is the dance/electro-pop genre.
Other than that, there's nothing predominantly influential about
Blackout
in reference to
The Fame
.
Both albums are among the top tier of their discographies though.
