No she never promised an automatic video, just like she hasn't promised a wrecking ball video. I know it's not that easy and all, but what do you mean by "if it comes down to it, she will fund the music video"? Meaning you think she will pay for it herself? If so, it will be very low budget and I dont think she would waste her time or put out something less than average with being signed to a major label.
