Or why is it Kesha and not the producer when we are comparing "Cali Gurls" to "TikTok"? Or Katy when we are addressing Jessie J's work instead of Katy's stylist's and producer?

Because he did all of the songs. It's not the artist's fault that they sound alike, it's his fault. Sure, they probably could've told him that it sounds like other songs, but he would've just told them that he knows what he's doing.

Why is it Gaga, Rihanna, or Beyonce setting trends and not the designer of the garmet or the stylist who placed the 'fit together?

Because the majority of listeners don't know what a producer is.

Also why is it not 'real' Dubstep because Dr. Luke hasn't always been a Dubstep producer when it is perfectly okay to say that Gaga's Rockier sound after her more Pop sound, or Rihanna's Dance sound after Reggae sound is 'authentic"?

Because artists are supposed to evolve and change their sound. Dr. Luke's version of dubstep is a pop-ified version of it, compare it to actual dubstep. He doesn't really even do dubstep, he just uses dubstep sounds.
