Katy Perry came to Twitter about an hour ago to announce that she won't be attending the People's Choice Awards and to thanks for everyone that voted for her. With the most nominations, I'm sure she'll win a few things, it will be awkward without her to accept them.

I don't think she'll come around heavily again until the Grammy's. She just went through a huge situation and she'll be asked all about it by the press if she went, maybe she just isn't ready to talk about it yet. My guess.
Her tour hasn't ended, but she isn't touring that day. She isn't going most likely because of the divorce, though the actual reason hasn't been established.
It may sound bizarre, but my respect for her has increased exponentially since the divorce was filed. The manner in which she has been handling the situation is very mature.

She thanked her voters because she won something. They always have pre taped acceptance vids for artists who can't make it...so hopefully!
