There was a initial tentative date (November 2009), posted in some magazines like Rolling Stone, when she previewed songs like Darlin, Everybody Hurts, Fine or Blackstar. But she had personal issues and she finally got divorced, so there was a pushback until 2010, but I do think it was Avril's decision; and then she created some songs like Not Enough, Remember When or Goodbye, which are clearly about the breakup. In January 2010, she released Alice and made some interviews saying the album was done and first single would be for April and album in June; even the album and single cover were already done with Mark Liddell.
But then all the RCA drama started. I think the beginning of it all was Alice tanking as single, and RCA didn't really trust the original GL to be successful and tried to change the album. They forced Avril to go to work with Max Martin where some songs were created: WTH, Smile, WYWH and ILY; two of them like a "some of her pop singles" and two more similar to what GL was. Later, she went to work with Alex Da Kid and Skylar, and others during summer; but those songs never made the cut and they weren't included.
Finally, after a few months, Avril announced the release would take place in March 2011 and first single (least personal song) would be released in January. Around 9 months after when she REALLY wanted and was ready to release it. It would have been 3 years again, but that extra year thanks to RCA ****ed up the album and her chance to make a proper comeback.
Right now, with Avril being with Epic and L.A. Reid, we won't see a 3-4 year gap again. And not even 2 years, she already said she wants it to be released in 2012, and I think it will be released in October-November (just before Christmas), with a first single in September. However, she could surprise us and release it even sooner, seeing how inspired she is
