This is what happens to a culture hung up on overpopulation. The value of life is little, especially that of females. There's also the fact that things of this nature have happened in the past, and the person that helped the person in distress was later held liable for part of their medical bills due to screwy laws. Many of the people there are poor enough as it is and have enough troubles having enough money for their own family, they can't risk taking on another persons finical problems and put their own family in jeopardy. And in some cases, the person(s) that helped were accused and convicted of being the person(s) that started the accident in the first place, and by the person they helped no less. That combined with their lack of care in general because of their culture, and the bystander effect, means it was a stroke of luck that one person decided to help the child at all.
Not that I'm excusing the fact that a total of 19 people walked by and did nothing, just explaining the most common reasons people ignore this kind of thing when they see it over there.
As for the child, she was knocked into a coma and was pronounced brain dead this Sunday.
