I went to the Circus Tour at the o2 Arena in London, and I don't care what any stan says, there were a load of empty seats there. They were also giving away the VIP tickets for front row outside on the day because they hadn't sold. A bunch of girls I went to school with, they were a couple of years below me, got free tickets because they had "amazing costumes" on, when in reality they had a Britney t-shirt and some tacky red shoes, copies of the ones from the If U Seek Amy video.
I think Britney's popularity would have slipped a bit since then too.
Rihanna is HUGE in the UK right now. The chances of Britney selling as many o2 shows as Rihanna are small.
I voted Femme Fatale tour, because I think Britney has the advantage with the US market and she can get away with charging a higher price.
