It's about the motivation & how it's perceived by the victim, I wouldn't make any generalizations across the board. Some men & women wouldn't care, some really would, but nobody should throw themselves on another person if there's any doubt as to how they'd receive it.

If you grab someones chest,just bcz you feel like it then Yes.
